You could of tried searching to see if there are any threads relating to this which may have the answer that you seek.

Alas there are not.

No doubt they are just changing the site over from the old FTP to the new FTP. Take it down do all the changes ect that they need to do and bring it back as the brand new and shiny FTP home page. (Although I don't know why they would need to take the site offline to do this, I'm sure this is the most likely reason)

Good question, I forgot I had my own table. Either give us our table back or refund us w/ FTP's (converted from IM medals) we paid to get the table.

When will Full Tilt be re-opened?

We plan to re-open Full Tilt in most markets by November the 6th.

Does that mean that there is a possibilty that they don't re-open by that date?

The agreement with the DoJ was that players have to be paid back within 90 days. Nov. 6th is 90 days after they paid the DoJ that +200mill sum. It would be really weird if they were able to pay us by then but not have FTP operational for business.

I imagine when they say "We plan to re-open Full Tilt in most markets by November the 6th", they're referring to the fact that they won't be operating in all areas (like denmark, estonia, us, etc.) as they explain later in the faq.
