No, it's not really "effectively" identical either, because if it were "shuffled", that would mean that at some point the cards were in some order, which would mean they could be detected (at least between shuffles).
If they're chosen from a random set of x remaining unused cards in the deck, then they are never in any order, which is much more secure.
So there is a difference, even "effectively" and not just "technically".
