Is this a bluff or do you think they will really try to prosecute? Do you think this threat will scare some sites into closing up shop for US players?

Damn the thread got off to a great start. This is New Jersey trying to increase revenue. They thought they were hitting a gold mine with the online gaming. They missed their billion dollars by a huge margin.

Yep, except for some bitcoin sites. There's probably less than 100 people in NJ using them though. Don't know what they think they are trying to accomplish, maybe they really are that clueless.

The action is directed at affiliates, not operators.

Thousands of affiliates might feel like a stretch, but consider that we're talking about affiliate sites promoting poker and affiliate sites promoting casino. That gets into the hundreds easily.

Effectively this is the DGE requiring affiliates to make a choice between promoting US state-regulated sites and offshore sites. The greater impact may be that other states - such as PA - follow NJ's lead and adopt a similar policy regarding affiliates out of the gate.

Under the Director's Advisory Bulletin, affiliates must

stop promoting competing sites
submit a notarized certification that they have stopped promoting competing sites

There might be other (non N.J.) consequences to performing the second action, such as Nevada or federal, where no "deferment of enforcement" is promised.

as a current online player in nj i can tell you the sites suck ! the customer service is 10x worse then illegal sites if that is Evan possible. Dont no how many people still try and play on bovada or acr from jersey but i cant blaim them. The promotions are an absolute joke, the sites offer less and less and expect to get a higher volume of players. my point of view there is only one way to get online poker on track here and that is as follows

1)pokerstars and Fast
2)we need a pact to join player pools with Nevada and Delaware
3) states like California Pennsylvania get online poker and join the player pools

It seems to me all this is saying is that you can't be an affiliate for regulated NJ sites and also be an affiliate for unregulated global sites. I imagine most affiliates would be better served by just pulling out of NJ rather than pulling out of every unregulated market.
