I'm not quite sure how Nevada law works but I think they might have a way out in that the final 9 are
guaranteed to be paid that much. In my opinion, it's their money that they've already won; it's just a question of which place each person finishes and their respective payout amount.
Summary: That money belongs to the final 9, not Harrah's.
