Based on the birthdate he lists, I'm guessing he's actually 19. The age 14 in his profile was from when he started his account back in March 2010.

There's no age requirement to sign up and deposit. The age requirement to withdraw is 18, at the time of sign up.

Stars is considering raising the age of withdrawal to 70, at the time of withdrawal.

This is a necessary measure to help the ecosystem.

I'd imagine the requirement would be based on the laws in the country from which someone plays. Poker Stars may have their own age limit as well, in which case I'd think the lower of the two applies.
