I don't see this being a problem since, as he mentioned, they have NL stakes all the way down to a $0.02 big blind. The worse that would happen is that the guy who short stacks 100NL for $20 will now have to drop down to 50NL to play with a $25 stack.
The actual problem that I have with eliminating short-stackers is this: forcing them to buy in with deeper stacks will get them cleaned out faster, and in ways that they have a harder time attributing to bad beats and suckouts. In other words deeper stacks give winning players a better chance to outplay them on later streets for larger amounts of money while at the same time making it more apparent to the fish that they are getting outplayed. Keep in mind that the shorter amount of time it takes these guys to go broke, the more likely they are to become discouraged and decide to spend their money on something else.
