No, as I tried to show in some of my pics half of the hands one of them raises pre for like 50bbs and other guy calls, just to c/f flop. I even saw Chiren fold in a 400bb pot with like 20bbs left. They are just chipping it back and forth to generate rake.

and BTW people flip a set amount all the time. ex. each has 400bb they just keep flipping 100bb and c/c all the way down
