Pokerstars froze my account ! Refuse to return my money !

Pokerstars froze my account and request for ID, after i send it to them they said they got no translator and i need to make notarised translation,
i told them this is going to cost me money.
I said forget it and return me the money in my account, about $38 USD
But they refused,
Why accept my country registration when they cannot accept my country ID ?
They did not inform us of this when we signed up.
Help !
