Can you explain that to me? I mean that just makes no sense.
Yes, very simply.
2+2 has never had a policy of banning people for actions taken off our site. I mean, it's happened once in a while, but it's pretty rare. As an example, here's a guy who
admitted to opening at least 30 Poker Stars (our biggest advertiser) accounts, and doing so to fraudulently claim bonuses:

You can find countless examples of people who have been accused of doing things elsewhere that post in our forums.
Let's take the other extreme, where we ban people who are accused of defrauding a poker site. Now we get a site like Absolute Poker who want to get rid of some people accusing AP of cheating them, so they tell us those players were the ones who cheated, and we ban them. Is this a good policy? I don't think it is, and I expect most of our members agree. So rather than trying to determine who is or isn't telling the truth, we generally don't police what people have done elsewhere, although there are of course occasional exceptions.
We also have thousands of threads where people have had negative things to say about all sorts of poker sites, including advertisers. Some of those posters have very little or no evidence, and I imagine some are lying. Some have been caught out in their lies. But we don't get poker sites asking us to remove those posts or ban the posters.
There seems to be something of a disconnect here with some of PD's supporters and the way things work on the forums. I don't think a lot of you understand how lightly we moderate site criticism, for the most part. This isn't unique to PD - we try to treat all sites the same way in this regard. We feel it's much better to have some false/spurious accusations stand than to risk deleting them. The obviously false accusations usually get outed very quickly, and the posters lose all credibility. The poker sites who are most successful on our forums are the ones who are able to keep themselves above the fray, and handle the negative posts well. And some posts just aren't worth it for the site reps to respond to.
For better or worse, that's a general overview of how things are handled here on 2+2. I try to warn all of our advertisers that, for the most part, they shouldn't expect us to delete negative feedback.
