Your tournament numbers are way off since you are not Palladium Elite. For example, as a Palladium member, it will cost you a whopping 8,000 points (4500 if Elite) for a $640 quarterly Million entry, so 60K in points will only get you seven $640 entries worth $4,480 (instead of thirteen entries worth $8,320).
7 $640 entries = $4,480
23 $215 entries for $300K Gtd = $4,945
30 $172 qualifiers = $5,160
66 $70 qualifiers = $4,620
After PartyPoker made the blunder of drastically reducing the guarantees for the qualifiers, it created a vicious cycle which eventually resulted in the death of the Monthly Million and is now only run quarterly instead of monthly. So if you choose the 7 $640 entries, it will take you almost two years to use up your entries! Anything can happen in two years so you don't want to have a stockpile of entries for a specific tournament that might get cancelled or have its guarantee drastically reduced.

Other than the monthly million , how often do $215 scheduled tourneys run? Does anyone know if these tickets can only be used for the sunday $300k or if I can use them on any $215?
It specifically says "$300K Guaranteed Sunday entry" so you will have to play on 46 Sundays or an entire year to use up these $215 entries.

The qualifiers run on a schedule, but sometimes get cancelled when there are two or less players registered five minutes before the start time!
If you win, you can unregister but you will have to eventually play your entry. You do not get cash.
Most Palladium members get the $3K poker bonus for every 20K points, so each PartyPoint is worth around $0.15 for them (~30% rakeback). The tournament entries are bad value for the amount of points required, e.g., 8000 points * $0.15 is worth $1,200 for me, so I would never waste 8000 points to get only a $640 or other tournament entry. I think PartyPoker is supposed to improve the points store with logo-branded merchandise and better-value tournament entries, so I am waiting if there will be any better value than the poker bonuses.
