If so, this means that every time you use up 4 seconds of your time bank, you have kept the table waiting for 22 seconds before you fold your 83o. If you time out having been at the table for 70-odd hands, you have probably kept the table waiting for an average of 22 seconds on ten of those, to say nothing of all the hands where you have taken 12-18 seconds to act and not touched your timebank.
Reducing the normal time to act is a much better idea than removing timebanks. Everyone will occasionally take longer for some reason, that isn't the problem, it's those who habitually take a while to act.
It would be helpful for multi-tablers if there was an easy way to see which tables they have less than, say, three seconds timebank left. Of course, there are downsides to this, but it would seem reasonable if combined with reduced time to act or reduced table limits.
