I think the implication that they would lose 100% of their high-volume players if they refused to do any more double VPP promotions is horribly flawed.

They might lose a few who they would have kept tied into the program.
but obviously they wouldn't lose them all.
And equally obvious is that there aren't nearly as many players pursuing Elite as you seem to think.

Yes that is true that they will not lose all high volume players. If they refused to do anymore Double VPP promotions, but it will not get them any new players and will decrease the current players no doubt, at least a few players will not play at stars if they knew they arent going to hit Elite.
Actually if they completely ended the whole program altogether I think they would bring back a lot of players, it might not increase the money they make but it would get them more players playing less amounts though.
For example - right now they have 10 players going for elite playing many tables for many hours essentially everyone knows that the games on stars are the worst of any site ever right now.
Example if they ended the promo- The would have 50 players playing only 1 or 2 tables for less hours per day.
I think example 1 makes stars more money so thats what they are going with. I have spoken with a lot of players that do play online but not enough to get to any of the milestone levels or even Supernova level. These kinds of players who are "good " players dont really like to ever play on stars at this time because of the structure of these deals cause the games to be really bad.
The deal itself is great IMO. A chance for a break even player to make 100k per year is incredible. A chance for .50 - 1.00 no limit players to make 100k is incredible.
Stars has found a great way to benefit themselves, and benefit the players at the same time with this promotion. Im sure all of the other sites wished they had come up with this idea first.
In my case if they dont do another DOUBLE VPP promotion I wont likely play there again this year. I have 42k VPP at this point and I earned about 38k of that on the one double VPP day they had before. So if they do another 10 days of that I am thinking I can do 50k per day for 500k which would then make me possibly chase the whole Elite thing. This is just one example, most likely the players who think they can get elite try and keep themselves on " pace " so the doulbe VPP day wont effect those players as much.
