Sure it is possible that I had a shared and same public IP address with other players. Nowadays many internet operators use Network Address Translation, so hundreds of people can have a same public ip address. And my VPN provider also uses this NAT, so I share my public IP address with other people when I am using a VPN.
But of course game provider should know that different people may have a same public IP address.

Yes, I can play in the MPN network when I am using a VPN. This VPN works only in the background and my internet connection works normally. Traffic only goes via my home country to the MPN network. So this VPN hides my real location in the world because I have my home country public IP address (countries have their own IP address blocks).
