I think as long as your name is on the property lease and bills come into your name for the address then i don't see why they wouldn't approve you. It may not be your full time residency but technically is still one of your residences.

if its legal in nj, and you have a stars acct there, you should be ale to drive up to Canada and play there for a week also against the ROW players.
I mean cmon..its LEGAL in NJ and its legal in Canada. so whats the big deal.
when November rolls around and people go to the trouble of signing up again, LET THEM
also go up to Canada and grind for week at a time.
they aren't breaking any laws and aren't trying to get around anything or be covert.

Why would Stars want to go to all the trouble end expense to set up such a system just so a few more Americans could play?

Also, you're making a pretty big assumption that location verification, somewhat problematic even in NV, would be workable in other countries.
