Likely because they don't know yet if they can. Stars was not allowed to (or chose not to?) ship merchandise, FTP may be in the same boat.

Remember, this would mean the PPA is proved a complete sham also, as 2 of the founding members of the PPA are also high up in FTP.
But those of us with any common sense already know the PPA is a complete sham.
