This doesn't make sense. Here's what should happen.
You need to recognize that the majority of the work getting the mid-year bonus is in getting the iron man levels in the first place, not actually clearing the bonus once it's given.
Players need to recognize that some of the work getting the mid-year bonus is in clearing the bonus once it's given. I believe it's $0.05 released per FTP, which is the figure I use to calculate "FTP to Clear".
With this understanding, we can easily calculate the amount of "work" already done for a monthly mid-year bonus, compared to the amount of "work" that would have to be done in total for a monthly mid-year bonus.
This is an easy conversion chart for a fair conversion of earned iron man levels to cash bonuses, skipping the bonus release process.
It's not our fault that we can't play to clear the mid-year bonus in a few months, and there's no certainty we will ever be allowed to play on FTP again, so it's not fair to keep those in limbo for a possible future return of US players. US politicians just don't get that they could help our tremendous national debt by taxing and regulating an industry practically begging for it. It's not reasonable to expect a government approved return of US players soon.
