This is not true although I have heard people say this before. I researched renunciation extensively earlier this year. The wording of the specific law leads to the confusion. I don't feel like digging it up again but what it really means is that you simply have to prove to the IRS that you have satisfied all tax obligations for the
past 10 years before they let you renounce. I actually don't think its even 10 years anymore, like 5 or something.
Yes, it is illegal to renounce for the purpose of getting out of your
current tax liabilities, meaning you are not absolved of what you already owe the IRS. Once the IRS agrees you owe nothing to them and have renounced, as long as you don't spend over a certain number of days in the USA each year you have no tax obligations to the USA.
