I want a prop bet option on Tilt to solve the short stacker problem.

Short stacker sits in at 6max, all full stacks get the option to side bet on who busts the short stacker first. Odds are quadrupled if two short stackers are taken out in the same hand.

Well, people aren't going to want to hear this, but it is probably time for those who have trashed limit poker in favor of no limit to apologize. It has correctly been said that no limit is flawed precisely because it can be reduced to a one or two street game by shortstacking. As B. Hoff said, the short stacks control the table. Limit has no such flaw. You should learn to like it because soon enough no limit will dry up except for mtts. History repeats kiddies.
