This wasn't stupidity it was ignorance. And unfortunately it won't get him his $3,500 back...
Up until about a year ago, you could transfer chips without a rack at the Borgota in AC. And probably many other rooms as well. It took that idiot getting caught introducing like 700,000 worth of chips for everybody to start paying attention. And what is truly remarkable is that the Borgota didn't catch him by adding up all the bagged chips at the end of day one. They caught him because he clogged a toilet at a different hotel trying to flush away excess chips and they were notified.
For my money the Borgota was stupid and OP was ignorant and naive. The price he paid was very steep for an honest mistake. A number of years ago I thought about putting some chips into my jacket pocket while moving from a table because I didn't have a rack and couldn't carry them all - and I wanted to start playing quickly. There happened to be a Floor right there and I happened to ask him. And it was a small daily tourney anyway. There but for the Grace of God went I.
