It's not hard, but people prefer to smoke while they gamble. And the casinos prefer for people to be allowed to smoke while playing slots because if somebody has to walk 5 minutes to the designated smoking area, spends 5 minutes there and then walks back, he can gamble only 45 out of 60 minutes each hour. That's a significant financial loss for the casino.
The business model is differently for poker tables, so the casinos have way more reasons to prohibit smoking in the poker rooms.
Would be awesome if at least one half of the casino would be totally smoke free, but I don't see that happening in the US in the near future. Smoking will be extinct in Australia by 2030 and Finland (and other Northern European countries?) plan to get there by 2040. Let's see how long it will take the other parts of the western world.
