It's annoying but it seems fine. The culture is moving towards more information hiding. It used to be that all hands must be tabled at showdown. At least the issue shouldn't be treated so seriously. Mucking one card and showing the other should be a warning with further consequences if it continues, not a mucked hand. Hands should never be mucked/killed if there is a reasonable alternative.

If a player is dealt a joker he should speak up immediately. He only hurts himself by keeping it.
