Well, that's just a service that some poker rooms choose to offer. They want to get people to move their home game to the casino for a set fee.
I've seen it used by a members of a professional sports team, who don't want to host a home game, maybe even live in a state where running a home game is a grey area or outright illegal, and they just go to the casino, set up a private game, and pass chips around the table while excluding strangers.
