Probably a pretty simple rules question

blinds 50\100. UTH raises to 400. MP, not paying attention, announces '500'

is this

1. A min raise (treat his declaration the same as if he declared an intent to raise)
2. A call (treat his declaration the same as if he put oin 5 T100 chips-not enough to be treated as a raise)
3. Kill his hand (no reason, there are just guys in this forum that like to kill hands for any infraction)
