I have never heard of someone's license being rejected for credit. I do know someone that was offered a job, paid for the license and then when he went by HR to pick up his license they rescinded the job offer for credit. I would be much most worried about the casino's HR policy then a regulatory issue.
Note: the above applies to the sort of license a dealer or supervisor would get, not what a manager might need (often called a key license).
Edit to add: Some states require that you be current on things such as student loans.
