No, because (in the unbolded part) the bet wasn't oversize, it was undersize.

If that qualifier weren't there, it still wouldn't apply, because it's part of the rule that applies only to pot limit games (and is RRoP not TDA).

If you ignore that too, then it probably would apply, and it would indicate that you should follow option 1 and consider that action complete and not correct it.

None of which has anything to do with the definition of substantial action which you originally quoted, of course.
