In my opinion, its always better to be properly bankrolled regardless of the limit, because, when you take shots, you might tend to play scared, which is not surprising being that you'd be playing on a scared bankroll. From what ive witnessed over the years, the only times that I've actually seen players take a short bankroll and sit in a bigger game, and actually run it up to unthinkable numbers--- they all had the same thing in common: they were all thrill seekers---win or lose it really never boiled down to the money because the gamble and the possibility of
losing the bankroll, was what drove them there in the first place.
Of course, with the nature of poker, you can go on a major heater by taking a shot at the 10/20 even if you weren't a 'thrill seeker' type, and, you could very well build a nice respectable BR. Depends what you're looking to do, what'll make feel good, what your goal is etc., and lets face it, you'll have to get lucky because short term can go either way for you even if you're a great player.
Personally, I wouldn't take a shot if the money that you currently possess is very important and/or you don't have good means to replace it.
I don't know where you live so it might be pointless to list any games for you, but as a general overall observation?... At those limits(esp. $4/8) I think you'll be ok in any game throughout the US. I've played in many low limit OE games across the country and they've all been pretty much the same: two grumpy old nits, and the rest who possessed different degrees of bad.
