The OP reads that way, but I believe what is meant by it is that Player A is all in and Player B will be risking his stack if he calls. This is the point where he asks the question to borrow $$.

Maybe OP could confirm, but I don't think it makes much sense for B to ask the question if he isn't in fact faced with the decision. If that is the case, I agree, he likely holds the nuts.

I guess it could be considered an 'angle' if he held the nuts or near nuts and there was a third player in the hand to act after him. In my opinion, the time he's wasting is a bigger crime than the 'angle'.

A couple of times, I was involved in similar situations. Board was K 8 x x 8, board had 3 of the same suit made on the turn and both x's < 8. Villain checked river, I made a big bet with quad 8's. Villain tanked forever before check raise shoving with KK. I thought the poker gods gave me quads just to punish him for his Hollywooding (though I knew better than to express that opinion out loud).

Also, I was in a tournament and open shoved on the button. The small blind had AA but pretended to tank and try to soul read me for at least a couple of minutes, trying to induce a call from the big blind. Of course the big blind had two rags and was just waiting to fold, no matter what the small blind did. Unfortunately, the poker gods didn't punish that guy for his actions, as I didn't crack his aces and he doubled up (and took almost all of my chips).

I once saw a guy knock someone out, then after the hand the guy who went bust gathered his belongings and was ready to leave. The guy who knocked him asked him, "you're not going to rebuy? Here, keep playing, we're all having a good time." Then gave him $200 out his pockets.
