Saw this posted by the Heartland Poker Tour on social media, interested in the actual answers from the people who know what they're talking about.

Blinds are at 1,000/2,000. Four players are involved in a hand with betting on each street. The hand goes to the river. The first three players check. The fourth player goes all in for their last 800. The action comes back around to the first player who originally checked on the river. Can this player raise?

Floor is called. YOU are the floor. What is your ruling?

No, action is not re-opened.

As an aside, this wasn't your question, but occasionally, however, a dealer will get confused and not let a player acting after the short all-in (who has not acted yet) raise, as he misapplies the rule and thinks the short all-in closes action. A less than full all-in does not reopen action, but players who have not acted yet should have their full range of options.

Just occasionally, or quite often, depending I guess on how knowledgeable the dealers are in your cardroom. Not only this specific situation, but looking at all short all-in spots as a whole, I would say the dealers in the places I play get something wrong about 80% of the time. More often than not, they screw up the amount needed to reopen action, give the wrong answer to a player asking what their options are, or allow players to raise when they can’t, or prevent players from raising when they should be able to. I’m actually astonished by the number of dealers who don’t understand this rule.
