This is because of OPTAH, and it's a good thing. As a player, it's on you to understand the dynamics of the game. If the pot's already at $200 and you bet $150 into me to put pressure on me to fold, wouldn't you be pissed if the dealer blurts out "$50 to cap"?
What a stupid rule. And I thought Florida's old $100 capped BI rule (even for 2/5+) was hideous.
