With all the shady ways money makes its way to politicians, I find it hard to believe that you couldn't find some way to "legally" grease the political wheels.
There is an entire political consultant industry that is built on preventing or fixing these types of problems.
I'd imagine that the major Legal firms in the area would have the necessary political consultant type contacts.
And to be clear, all of the above needed to be in place BEFORE the M8trix even broke ground.
I guess that is what amazes me, I can't conceive of spending all this money, making this big of an investment and NOT dotting the "I"s and crossing the "T"s before starting.
To me, this whole debacle is like planning to drive across the Sahara desert without making sure there are adequate gas stations along the route...

In a curious, high-tech concern, Teng wants to review information from "electronic tracking devices" the casino wants to install on most card tables. The gadgets
would record the number of hands dealt per hour, the identities of the dealer, and who's winning or losing. Teng said the information would help his office oversee the casino.
Does that mean the casino plans to track poker players' winnings?

The report implies that the city regulators don't know that much about the table activity tracking system, but are requiring Casino M8trix to disclose what information is collected, what Casino M8trix plans to do with the data, and require them to share the data with the regulators.

Tracking hands played per hour would be pretty straight forward. I can definitely see that they want to tack hands per hour for dealers. They might want to track hands per hour by who is playing at the table to identify players that constantly slow down or disrupt games. Even doing this would require face recognition software and cameras, that would be expensive.
Tracking your winnings would require on the fly pot counting. That might be possible, but it would require much more sophisticated sensors and technology than counting hands per hour. I cannot see why the Casino would care who are the winning and losing players. The regulators would want to get access to this data to look for money laundering in the NL games, so why would the Casino want to collect that data unless the regulators required it.

They have the poker dealers "swipe" in. The drop slot records the number of hands dealt. They have had that system for several years.
I don't know where the idea of "tracking wins" etc comes from. It does mention "funding source", ie The Corporation. Never paid that much attention to the Asian Games, but I don't know how they could keep track of how much the Corp wins/loses. Maybe the number of times they bank?

I'm pretty sure at most card rooms, the room itself keeps a fairly good idea of how much players are winning and losing. My guess is that surveillance even has a hand in it.
Regardless, if someone's crushing the game, the dealers and floor, and management, know about it.
If you start cashing out thousands they'll ask for your name/ID/etc.

Poker side, they don't care.
Asian side, you don't play against the house. So, they don't care there either. I am sure "the Corporation" keeps track of who beats them out of a stack or two of white. Considering the cozy relationship between GC and the Corp, I wouldn't be surprised if GC give them any info they have on a big winner.

More likely to track the casino's "winnings". This data would basically show how many hands total in a year were dealt. The city can infer an approximate drop, and if they report a substantially lower number on their taxes, they'll know the casino is being skimmed. And the city won't be getting their full payment.

Bay101 doesn't have a computerized system like GC does.

And as far as using it to track the drop for tax purposes, it might be usable on poker games (GC can always argue that a percentage of hands only have a $1 drop, etc), but it is useless on Asian games.
