This is correct based on my experience. At the rooms I play in it rolls like this:
1. If an all in bet is more than half a bet, it can be raised "a full bet" by anyone who has not yet checked. So if a guy goes all in for 2 chips, someone can make it 2+full bet chips to go.
2. If an all in bet is less than half a bet, it can be completed by anyone who has not yet checked.
3. Anyone who has checked can only call the bet or fold, unless someone else raises/completes it before it gets back to them, in which case I think they can raise again.
4. An all in bet that is exactly a whole bet is obviously treated just like a standard bet.
