i'll ask someone if they want to go once or twice.
if they start hemming and hawing and wasting time i just tell the dealer once.
it should take less than 3 seconds to say once or twice.

Anytime someone has asked me I answer in about 1 second. It's not complicated. I already know when I like to go once and when i like to go twice (it has nothing to do with my hand) so why do i need to waste everyone's time?

the only exception to this is if someone doesnt understand what running it twice means and then they deserve an explanation.

I'm also not sure why you brought up the time charge. It's basically irrelevant. People are there to play poker not waste time while players debate how many times to run it.

If it has nothing to do with your hand, how do you decide how many times to run it?

basically as long as it's a big pot i'll always go twice if the other person wants to and consistently runs it twice. if they wanna change based on their hands i'll go once with them every time.in a small pot i'll go once.

in games with a really low cap buy in i'll run it once if the game is deep stacked so hopefully i can get a deep stack.but most of the games i've played in where this would come up have raised their caps in the last year or two so this doesnt come up much anymore.

Borgata players are notoriously bad. They whine cry and criticize to the point where it's not fun to play there anymore. That being said if they are complaining about something you're doing (taking too long) there probably is a reason (could be they just don't like you/think you're nitty or that you are actually taking too long). Not that they're right about the way they did it but slowing down the game for your own enjoyment/benefit is obnoxious if it is unreasonable.

Taking time to figure out what everyone has (no one will ever tell you before you decide anyways) and then taking more time to decide if you want to run it more then once or not is what I'd consider unreasonable. If the dealer pulled in the money and made side pots before you guys decided you probably are thinking about it too much.
