You may want to provide more details of the promo for those of us unfamiliar with it. That may elicit responses to your question but there is no guarantee of that.

Yes good question you brought here. I also want to know the same thing as you do. Most of the time I only track my game play to see were to improve or mistakes made.

38K is Far off .

You need to play 64974 (70 Starcoins) games to spin the jack pot wheel.
But you only win 1/8 to win the actual jackpot.
Other Slots on the wheel is 500,500,1000,2000,3000,4000,5000

So assume you need to spin 8 times to hit the actual jackpot. 7 out of 8 times you will get total of $16,000.

As you see on the table. To spin the wheel 8 times you need to play 64974*8 which is 519,792 games. 70 Starcoins equivalent $0.7 so that's
519,792 * 0.7 = $363,854.4

So you invest $363,854.4 to win the jackpot but in a meantime you also get $219,165.83 back because anything above one pair pays something.

So to make this game even you need to win $144,688.57 on your actual jackpot win, but we get $16,000 from 7 times that we spin the wheel but don't hit the jackpot.

so $144,688.57 - $16,000 = $128,688.57

But we all know, jackpot only pays half of the total pool (because all other people who played jackpot within last 12 hours wheel split the other half)

So $128,688.57 * 2 = $257,377.14

You break even when there's $257,377.14 on the jackpot pool.

Which of course happens occasionally, but most of the time just consider you are scratching the speed lottery you know you are losing in a long run, but who knows you might be two in a million lucky
