The Federal government forced Pokerstars out. On what is known amongst online poker players as "Black Friday," the US department of justice seized the website
www.pokerstars.com and, as far as I know, no US player has been allowed to play on Pokerstars since (save some creative IP address changing methods or moving to another country). Some time later Pokerstars returned all money owed to US players by forcing players, on their next login, to cash out.
So there is a sense in which they "opted out," but I lean more towards they were banished. However, it is quite clear from the department of justice that they were banished for fraudulent reasons related to the way they handled money, not for the way they dealt cards.
Also, I am pretty sure McSeasfield is joking around.
