Like everyone says, I agree this will almost always be defensive in nature. I call this kind of thing 'defensive chip handling' or just 'defensive hand movements' when it doesn't involve chips. There are two types of this kind of behavior:
• Someone reaching for chips and then checking (implying they thought about betting)
• Someone reaching for chips (or otherwise moving hands defensively) when it's their opponent's turn to act (to discourage a bet)
Generally when I see this, it will encourage me to bluff, sometimes multiple streets. But of course sometimes the player will call (as they did here). Even if your opponent is weak, it's no guarantee they're going to be folding. This means that against players you consider calling stations who have this pattern you may decide to just check even if you're quite sure they're weak.
I do occasionally see players who do this kind of thing with strong hands, but it's very rare and then you just have to remember that about the person.
