It's probably one of Blizzard's "feelsbadman" nerfs. If you just take a look at the statistical winrate, it's not OP, but it feels bad to lose to and creates a negative impression with players. It's one of the reasons why I quit the game, soon after Ungoro game out. After losing to pirate warrior for the last 4 months of Gadgetzan, I didn't feel like losing to quest rogue for the next 4 months of Ungoro. It's also the same reason they said they nerfed Mind Control to 10 back in the beta, not because of the stats, but because it felt bad to get your dude stolen.

If you couldn't get 5/5 chargers it wouldn't feel so bad. It's still a great deck when the right person used it and it's one of the few decks where if you're skilled you're win rate is going to be significantly better than the same deck piloted by a novice. Anyone can pilot pw and the win percentages differences between average and good are relatively small. Winning against pw, aggro Druid and a few other decks with quest rogue actually took skill and other matchups were almost unloseable in the right hands.
Interesting that they nerfed Quest Rogue. I wouldn't mind it so much if they made all the monsters a 4/4 instead of a 5/5, or that all monsters have a random value between 1-6 for both health and attack, something like that, so that even if they do complete the quest, it isn't what is essentially an auto-win for them.
The fact that someone took exodia mage to #2 legend absolutely blows my mind. I suppose there's a lot of jade druids and quest rogues at high legend but holy **** you get so many bad draws with it. Every game feels like feast or famine where you draw your whole deck and can't even use tomes or you have no draw or you get 3 random pyros/flamestrike and can't complete the quest etc etc. It was ridiculous watching Rage pilot his version in top 100 which is a super weird version at first glance but he makes it work well.
They've mentioned this on the VS report, but high legend really isn't a true competitive meta because the incentives for people are more varied. Some want #1 at all costs, some want to reach high while meme-ing, and some just want to have fun after the boring 5-1 grind with the latest meta deck.
Looking at the 5-1 meta is much more representative of a decks average power.
I have to say I'm pretty pissed off about the quest rogue nerf. The quests were a bad idea and poorly designed, so they go and need one of the few that actually worked.
I haven't played it much the past month but there was definitely a place for it in the meta, it want OP, and not having a hard counter to goddamn jade Druid is super tilting.
For the good of the game I think it's a good thing. 2 of my friends on friends list who were pretty casual players have quit due to quest rogue.
It's the single most boring deck to play versus I have ever encountered even worse than pirate warrior pre nerfs.

quest rogue is a terrible deck for the game for one major reason, and that is its completely polarizing matchups. It's seriously gotta be 90% vs some control decks, and against aggro it's the other way around. So you're just playing this really ****ty queuing game of rock paper scissors that doesn't feel good for either player.
Playing against quest rogue just feels a bit like they're playing solitaire and nothing you do really has much of an impact. It's not that OP, and I'm sure there's skill to the deck, but it's just not fun to play against really.

My earliest frame of reference on this is oil so I could be off, but at least then you had to interact with the board and play differently against different decks. I haven't actually tried quest but it seems like a self contained experience where the main goal is just don't let your win condition be denied and then you win.
