Second Card off the Deck was Boxed

Game is PLO/8 rotating dealer.

The second card off of the deck was a "boxed" (face up) card, meaning it was face-up in the deck, not flipped over by the dealer or anyone else.

In this case (second card off the deck) it a misdeal, or ignored like a "scrap of paper"?

Yep, scrap of paper and replaced with next card. RRoP "Irregularities" number seven.

You mean the card that would have been the BB's first downcard? This isn't specifically called out in RRoP, but if I were dealer I'd confidently declare "misdeal", pick up sb's card and shuffle -- the same as if I'd flipped it up accidentally.

By the letter of RRoP, treat it as a scrap of paper. Note that if a 2nd boxed card is found before action starts, it will be a misdeal.

The whole part.

There's "procedure" and there's "knowing when to just take care of it".

If the second card is boxed, who knows what else is going on. I stop and check the deck, before a problem arises far later in the hand.

I'm quite a fan of the "worthless piece of paper" rule, because it includes text that says things like "worthless piece of paper" or "worthless scrap of paper."
