Flattening stacks via lending is a form of "going south", but depending on the group environment, perhaps there is some game-retention advantages to controlling the breadth of the losses in an evening?

actually no. but i am a big fan of limit poker. and a big fan of playing games at stakes that the players can lose. comfirtably.

1. Encourage them to lend cash instead...from their pockets.
2. This is just a pain in the ass to have to deal with. Its much easier for everyone involved, INCLUDING the stubborn bozo who wants to play with cash, to simply play with CHIPS ONLY.
3. Poker players, especially those who havent reached the 7th level of Enlightenment like us 2+2ers, are a superstitious bunch. So banning changing decks in all cases except damaged cards is too much. Adding a house rule, however, isnt. A "2 Hrs Between Setups" rule should be sufficient to keep the players happy and will keep your workload down.

players, they are a mixed lot of seasoned players vs some who rarely play cash games. Last time we played cash game (dealers choice) one guy would always exchange cash with chips from the pot in the middle of the hand. He likes having bills in his stack.
