At the beginning of Tournaments or SNGs every player is allocated exactly the same Time Bank - dependant on the type & speed of the game is dependant on how much Time Bank every player will be given. When a player decides to use his/her Time Bank it will decrease and count down this is why every players Time Bank will be different, once you expend all your Time Bank, it cannot be topped up.
In Cash games your time bank on each table will be 30 seconds however your time bank will increase by 10 seconds for every 50 hands into which you are dealt at that table, so again each players Time Bank will be different based on how much they have used and how many hands they have been dealt into. I believe you can also exit the table and sit back down at the same table to get your Time Bank topped back up.
