Villain was 33/28/14 over just 18 hands. We only have top pair but are busted flush draws a big enough part of his range to make this a call given the price we are getting?

bet flop and turn a lot bigger.

as played call river, you lose to 89/JT and bluffcatch clubs (maybe spades too) as well as see V value-own himself with worse Jx.

I'd probably check back turn and call a river lead.

I think I would expect vill to make a larger sizing if he was bluffing. We have bet PF/F/T, so you would have to think he doesn't expect us to fold to a 50% sizing.

I don't like our turn sizing. I think if we are gonna bet it should be larger to protect our hand and also get value from worse. A small sizing like your's gives many draws appropriate odds to call and weaker hands would probably call a larger size anyway because we happen to be at the top of our range.
