Plugged this into ICMizer. Shoving here is chipEV profitable, but $EV is unprofitable. How am I to understand this?

Hi, chip EV calculations ignore actual payouts and knockouts completely.
We are on the bubble of KO tournament with 2 even payouts, so the effect of payout & knockouts is at its peak.
Early on in the tournament results may be rather close to chip EV, however, it's rarely the case with KO tournaments.

So the results are expected to be very different in this spot.

This helps. So the way to understand this is that, in this structure, the bubble is the only place where we use $EV calculations since it is the only place where we "ladder up." Is this correct?

No, in this structure you never use Chip EV calculations at all, but the difference between ICM and Chip EV is the most obvious on the bubble.
Chip EV makes sense only in winner take all tournaments, like spin & go's, or early on in MTTs, when bubble factor is close to one.
Other than that, Chip EV calculations are not really useful for tournaments.
