Raise for those rare cases where you steal the blinds or CO actually folds. But calling is interesting because CO is extremely unlikely to fold and very likely to 3bet light. With A2s, it doesn't matter much how many players end up in the pot so I just raise. But with something like 22 or 98s, I think calling might actually be best. Calling would give us the best chance of playing multiway and makes us less likely to be isolated oop with our weakish hands.
