I hoped for passivity

Information

Villain SB: He has a 3bet vs steal% of 19% in +/- 800 hands. He has 32/24 stats
and is a regular in these stakes and up.

Villain BB: Also a name that I see regular on 10/20 , but I had a note that raises his good hands in BB 3-way and up. He was slighly tighter 26/19, but over a smaller sample size.

My own image
What also had some influence in my descions in this hand, was my own image.
I thought preflop, that the SB would play very honest vs. me, because I had a very small cap %, mostly in hands 3-way with fish to push my value instantly. I was convinced he was aware of this, but this is offcourse an assumption. This assumption comes from our history at the same table.

3 folds, Hero (BN) opens TT , SB 3B , BB calls , Hero caps, SB calls , BB calls.

Flop : Q88 (pot 12 small bets)

SB checks, BB checks, Hero c-bets, SB raise , BB folds. (pot 15 small bets)

Question

- Would he ever raise here with smaller pocket pairs that I beat?

I don't see how we can fold the flop. Just on set outs and BDSD I think we have a call.

TT just seems like too strong of a hand in our range on this board to fold, decision point I would think would be to consider folding some rivers. I'm guessing C/R'ing a small pair in villain's shoes is bad on this flop, but I still wouldn't be shocked to see the old, put you AK, C/R 66 to drive out 3rd opponent play.
