I agree that non violent drug offenders should not be locked up. The harsher punishments would be for people who steal, engage in violence etc. I'm sorry I wasn't more clear.

Well, I would be more in favor of things like public hangings for murder perhaps if I was convinced that the guilty are punished, and it's not racially biased.
