Trump can choose to condemn him, or not. Shaming Putin to the press isn't likely to produce much of a positive result, even if it is favorable and puts a smile on your face. It seems GTO to play nice with dangerous people.

Trump admitted the the US government kills people and that it's alright by not at least pretending to condemn Putin for killing those who disagree with him.
