That said, the term 'ip-checking' today usually refers to localization in general. That can include MAC addresses, GUIDs, and hashing up all sorts of pretty unique info revealed to your browsers/apps. My banks, who have an obvious keen interest in localization, can 100% tell if I'm using a different computer, and, since I've changed to my current ISP, can 100% tell if I'm at home.
ETA: Obviously just asking for a new ip isn't enough to circumvent a vBulletin 'IP ban'. I'd be pretty surprised if using a different computer, different ISP, and just not outing yourself wouldn't work.
