I get you are trying to give people other changes to use their tickets and to build up the steps by doing multiple things but I feel as if its too much.
I would suggest simplifying the steps system and let people go up and down the steps ( I know you said previously this becomes a rake generator, and it is but it goes in the spirit of the steps idea.) Ideally a payout system of 1st and 2nd go up, 3rd stays where they are and 4th goes down a step is good as you make rake for keeping people in the system and it gives players longer to fight for the next step.
With this system though a couple things need to be adjusted. Let people out of the steps at certain times, this helps the unused steps tickets get used in other ways. So for instance if you have step 2 be 15 + 1.50 or 10 + 1 then these tickets can be used for MTT's at that buyin amount. Then maybe step 4 is 60+6 which lets that ticket get used. Then step 6 is 200+15 so that can be used as well. Step 7 can be 540 and can be used when the Million dollar Sunday comes around or any other promotion running at that price tag. When its WSOP season you at a step 8 which rewards the 2800 ticket and step 9 for the 12500 package. Now with all this you make every step that isn't one you want people to be able to leave the step system at be some random buyin amount that never has an MTT run at it. Something like step 3 being 24.50 or something like that.
Now obviously the math to figure out the right price points for each step needs to be figured out but I think overall this type of system works better. I think in the long run this lets more people play the steps because they know there is an exit plan besides the final step and it lets people use the steps as a small satty system for MTT's that may be out of their bank roll.
Also, if you guys notice that a lot of the steps that aren't an exit have lots of tickets sitting around and not being used, you can throw in a tournament at the price point in one of your series every few months.
I hope this all makes sense and I'm not just rambling on but those are my suggestions to the system.
