I think what he means is that 5nl, and perhaps 2nl, are filled with people that want to become regs. They deposit $~50 play 8 tables and play super nitbox while reading strats, and practicing, "good bankroll management."
While 10nl are more fishy because those beginner regs avoid it, and more fun players start there, because who wants to play for pennies. And I think he means as a percentage of the player population, because ACR is definitely the toughest site for US players. I've seen 2nl full ring games at ACR with below 20% VPIP. 2nl and that tight. While that is not the norm, those tables exist sometimes, at all limits.
