It'd be tough to pick one song but the first verse of Hallelujah by Cohen is a pretty incredible feat of songwriting to me.

While we're throwing around random songs for the list, Fortress Around Your Heart (Sting), Sonny Came Home (Colvin), Ziggy Stardust, Starman (Bowie), Phantom Limb (Shins), Go Your Own Way (Fleetwood), and Budapest (Tull) are all well-written that stand out a little for me for one reason or another. I don't know about any song I could clearly call #1 unless we were going by popularity or some other thing. The Beatles have a bunch, the Stones do, Simon & Garfunkel, Dylan at least lyrically. I'd have trouble narrowing it down to 200 let alone 1. Some are incredible in melody and rhythm but not so much lyrically and vice versa

From those in the poll, I would say Kashmir. I can't stand Stairway to Heaven - so overplayed and sooooo long.

I love The Fragile, but wtf @ The Great Below being nominated as one of the greatest songs of all time. There's at least 5 or 6 NIN songs I'd nominate ahead of that one.
