Villain is mega spazzy. Here's an example of how he was constantly playing:

Here's the hand where I don't know what to do on the turn. Is it just a no-brainer check/call and break? Villain sometimes semi-bluffs the turn but I'm not sure if he'll ever freeze. He bluffs too much in river 1-1s, but I haven't seen him bluff vs a pat hand yet. He is capable of snowing.

Just so it's clear, I think the factor that complicates this the most is that villain will bet the turn 100% here so I can't do the ol' "pat if he checks, break if he bets".

I don't think V looks that spazzy from the sample hand? I don't think I'd be betting after 3D with his exact hand but he's probably playing a lot more balanced than what I'm doing atm.

Interesting spot for sure in the actual hand. Disclaimer: I'm very new to this game but it looks like a snap-call/break to me? This seems like one of those opponent dependent spots, but I think vs most patting a J 3D and hoping to snow-catch isn't great?

After 3D I think it has to be a check/call all day of the week?

I think you're right; looking at it again this doesn't seem a good play with 8754 / 9754 in a 1-2 situation.

Really misread the hand in question ... OTT I don't think it's a standard break?

I really don't know ... I'm out of my depth in this thread. I think I like a x/c turn, pat 3D and see if V draws or not? River play is highly opponent dependent IMO. I think we turn our hand pretty face up with this line so against an spazzy villain I think we probably need to x/c again vs a draw. Vs a pat I guess we fold...

In a vacuum I'm not convinced your calling OTR in the sample hand w/ 33 is correct, but obviously you might have more info about what hands villain is betting in a 1:1 after being checked to.

As to the 'actual' hand, what about x/ring the T-perfect if he is betting there unimproved when checked to after 1:1?

Pretty sure calling with 33 is right when the pot is that big, but may be a small mistake without a read.

I took the check/raise line. Even though it's putting money in bad, I agree it might be the best way to play it. Villain 3-bet, I broke and check/folded river.

Again I'm with Gus, I'd c/r, and depending on history proceed to [cap/pat and c/c river] or [call/break and donk resp. c/c resp. c/f] if he reraises.
